The author  included the feather’s alpha channel in a different jpg, so you can use it (with a bit of tinkering in Photoshop or Gimp, or any other professional picture editor software), to encorporate it as an alpha channel to a png or a tga picture, or you can use it as an opacity map in any 3d software.
